Yes. De Stash isn't notarized by Apple yet (that needs a paid Apple Developer ID), so macOS shows this warning the first time you open it. To open it: try opening De Stash once, then go to System Settings → Privacy & Security, scroll down and click Open Anyway next to the De Stash message. You only do this once. De Stash runs entirely on your Mac and never uploads your files.
Yes. De Stash processes everything locally on your Mac. Nothing is uploaded, and no account is required.
